...Really? Buzz goes for who knows how long with Andy playing with him, fiddling around with his box, with someone repeatedly telling him he's a toy, and Andy outright writing on him and he doesn't break out of it, but this guy is woken up just from acknowledging the existence of the kid?

Well, I think you're also not factoring in that Buzz was in an hour-and-a-half movie where they had the time to let him "hang on" to that thought for longer...whereas a 22 minute special has to take some liberties. They're also two different characters and just because one caught on in 5 minutes doesn't mean the other one will...just like humans.

I also don't think there's any story that's fully buttoned up (long or short) so tightly that there aren't inconsistencies or areas that we don't know the background of.

Time makes an excuse for not lingering on it, it doesn't make an excuse for claiming it was a quick and easy process. It's not like it actually took a long time and they just gave it a brief mention due to time constraints, that I could totally swallow. And I'd argue "They're different people" just adds to "how convenient", unless the guy had a personality that specifically would have worked in his favor in that case (like, I don't know, maybe he's extremely paranoid or something). 

Well of course, that doesn't mean I can't roll my eyes when a badly done moment pops up. Especially since, honestly, I really don't think a villain was needed for this. "This group of toys is crazy and wants to kill us" sounds like plenty of conflict to me.

It's not a problem for me... It's clearly stated in the special that the Battlesaurs did not know they were toys because they were never played with. They were not, as in the case of Buzz, trapped in some sort of weird interpretation of the world. They were just ignorant.

In my opinion, TSTTF's model is actually way more logical than Buzz's case in the first film... Because, as you point out, since toys are still conscious when they freeze, how come Buzz never noticed or thought anything? Perhaps he had some kind of malfunction or something? That question was not addressed, and I don't think it was necessary to. Why are toys alive anyways?

Also I don't think the Cleric accepted that they were toys. He refused the implications it would have, that the Battlesaurs society is absurd, since he kept the others in the dark.

And I think it fits his personality to do that. The supposedly magic "Dream Elder tower" is actually a gimmick controlled by the Cleric, which suggest he is some kind of trickster (like the Wizard of Oz) even in the original Battlesaurs storyline, a guy who knows more than the others but tells them only what he wants them to believe.
